The Government has confirmed that Worcestershire's seven borough, city, district and county councils will be replaced with two unitary councils from 1 April 2028.
One unitary council will cover North Worcestershire and the other will cover South Worcestershire. The decision follows Government consultation and review of two reorganisation proposals submitted for the county.
Council Leaders Back Merger Plans
The leaders of all seven councils have issued a joint statement backing the Government decision. They said the outcome provides clarity for staff and residents, allowing focus on planning an effective transition without disrupting current services.
The leaders acknowledged that the restructuring debate has involved strongly held views across Worcestershire's councils and communities. They committed to ensuring every part of the county remains properly represented and that local voices shape decisions made before April 2028.
